But for David Savage, Todd Weiler, and the rest of the team at Blue Rose Consulting in Leesburg, their fifth consecutive year on the Inc. 5000 list represents something much more significant: the power of flexibility and a commitment to saving lives.

Blue Rose didn’t make the list by accident. When asked about the pivotal moment that set their trajectory in motion, Todd’s answer was simple: Flexibility.

“I didn’t start this to be in IT,” Todd admits. “But in the services business, when a customer calls and asks if you do IT, you do it.”

What began as a human capital and IT consulting firm has grown into something far more impactful. Blue Rose Consulting Group has expanded its work into behavioral health, partnering with veterans and first responders to help prevent PTSD and redefine how care is delivered.

By refusing to be boxed in, Blue Rose scaled to integrate human capital and high-level IT services, putting further purpose into their work. This “twist” allowed them to find solid ground, do things differently, and create solutions that support behavioral health. Today, they are leveraging that growth to tackle some of the most pressing issues in our society, including preventing PTSD in veterans and first responders.

One of their most exciting frontiers? A blood test for RNA that could revolutionize how we understand mental health. David envisions a future where Blue Rose provides accessible, innovative solutions by combining data-driven IT with compassionate care. Their groundbreaking work earned them a win for the Innovative Business Pitch at the 2025 HUBZone National Conference.

“We have to do work we don’t always want to do so we can focus our efforts on the fun stuff,” David shared. “The things that make a difference—it’s about creating new solutions and finding ways to attack problems.”

Being based in Loudoun County since March 2017 has been a strategic advantage. As a technology hub, Loudoun provides the connectivity required for a fast-growth environment. For Blue Rose, this means being at the intersection of high-level data services and community-focused behavioral health work for local children and families.
