Meet the Presenters

Tresha Taylor
Contract Administration Specialist, Loudoun County Department of Finance and Procurement, Division of Procurement

With over 30 years of experience in federal, state, and local procurement, she oversees the Contract Administration program and supports departmental Contract Administrators by resolving contract issues and disputes, providing training on contract administration, and facilitating communication between County departments, contractors, and the business community. Previously, she assisted and trained business owners on government contracting at George Mason University’s Enterprise Center/APEX Accelerator and spent over 25 years as a Senior Business Manager for a Service-Disabled Veteran-Owned and Minority-Owned IT services contractor.

Andrea Philyaw, NIGP-CPP, CPPO, CPPB, PMP
Director, LCPS Procurement and Risk Management Services

25+ years with Loudoun County Public Schools’ procurement and currently the Director of Procurement/Risk Management.  In addition to working for LCPS, serve as a trainer of other procurement professionals and currently President-Elect of the state procurement association.

Octavia Andrew, NIGP-CPP, CPPO, VCO
Chief Procurement Officer, Town of Leesburg

With over 20 years of experience in government finance and more than a decade in her current role as Chief Procurement Officer, Octavia Andrew brings extensive expertise in public sector financial management and procurement operations. She currently manages a centralized purchasing system for the Town of Leesburg, overseeing procurement compliance to ensure responsible stewardship of public funds. Octavia holds national and state purchasing certifications and is an active member of the Government Finance Officers Association (GFOA), the National Institute of Governmental Purchasing (NIGP), and the Virginia Association of Governmental Purchasing (VAGP).

Procurement Director, Loudoun Water

Amy Bevins, Loudoun Water’s Procurement Manager.  She is a Certified Professional Public Buyer and has 19 years of public procurement experience.  She is a member of NIGP and VAGP and supports a dynamic team of 4 procurement professionals.
