Economic Development Director Flynn Resigns; Rizer to Serve as Acting Director
Tom Flynn, Director of the Loudoun County Department of Economic Development, is resigning effective July 31, 2013, and Assistant Director Buddy Rizer has been appointed to serve as Acting Director of the department, County Administrator Tim Hemstreet announced Monday.
Flynn has been Director of Economic Development since November 2010, coming to Loudoun after 30 years of service to the City of Charlotte, North Carolina. “Having successfully accomplished many of the goals that were set out when I was hired, I believe I am leaving Loudoun’s economic development program better than I found it to pursue other opportunities,” Flynn said. “It was a privilege to work with the talented staff of the department.”
“Through his diligent efforts, Tom has raised the bar and the effectiveness of the Loudoun Department of Economic Development,” said Hemstreet. “Under his leadership, the department has significantly increased the prospect pipeline, has grown the number of jobs in Loudoun County, and has attracted millions of dollars of net additional capital investment in the county.”
Rizer, whose appointment as Acting Director is effective August 1, 2013, has worked for Loudoun County since April 2007, and was named Assistant Director in February 2012. He has been a key force in the successful development of the data center cluster in Loudoun. Before coming to the Loudoun County government, Rizer worked in radio, including positions as an owner/operator, program director, brand manager and on-air personality.
In 2012, Rizer earned a prestigious national certification in economic development. The Certified Economic Developer designation, conferred by the International Economic Development Council, recognizes the practitioner’s mastery of and professional excellence in the field of economic development.
